The most recent archon quest was at AR36 I think. It seems like it takes a long time to unlock the world, because some of us have been waiting 9 months for Inazuma. A new player will be able to get there in a few weeks. Yes, they may have to level up some other characters in order to progress, but that is not a big deal at low AR levels.
Note: One cannot decrease the World Level all the way down.Instead, they can make it go down a level and then restore it later on. There is a 24-hour period that Genshin Impact players must wait
